    InitIFFasDOS -- Initialize an iffhandle as a dos stream.

SYNOPSIS

FUNCTION
    The function initializes the given iffhandle to operate on dos
    streams.  The iff_Stream field will need to be initialized as a BPTR
    returned from the DOS function open().
