Chunk for 2.0 VERSION string of an IFF file

A chunk for use in any FORM, to contain standard 2.0 version string.

$VER: name ver.rev

where "name" is the name or identifier of the file and ver.rev is a
version/revision such as 37.1

Example:

$VER: workbench.catalog 37.42
